This shows the brutality done by some police.
Police brutality is described as when a police officer intentionally uses excessive force, or forms of verbal attack and psychological intimidation. This is not new news for people in Chicago.  Chicago has a history of police brutality

In the book, Holler if You Hear Me, Michie describes to us a time when one of his students was beaten by a Chicago police officer right outside of their school. 

For confidentiality, Michie used the name Reggie Wilson in his book as the name of the student who was beaten, to protect his name. The incident was published in the Chicago Tribune, and on the news.

Even though The Chicago Police Department is among the finest in the country, there are officers who are guilty of police brutality. Some primary examples of police brutality are as follows. 

In 2007, a college English teacher got into an argument with a bouncer at a night club and called the police for help. Upon arrival the police tried to get her to sign a blank report. Upon the teachers refusal and request for the officers badge number she was cuffed and pushed to the floor unable to break her fall to the ground.

In 2010 after responding to a call about a man with a gun a Chicago police sergeant punched a man in the face while he was handcuffed and another female officer slapped the man so hard she knocked his hat off of his head. Several people who witnessed the event were afraid to talk about it publicly over fear of police retaliation. Even though the man may have been guilty, once he was handcuffed and in custody aggression by the police should have stopped. It is acts like these that can lead people to fear the police rather than respect them as the protectors that they are supposed to be. The Use Of Force Continuum

Police are legally allowed to use force and are expected to do so only when appropriate. Over time however some police officers while working with certain people in society may develop a sense of authority over society, in some cases they begin to believe they're above the law. 

The use of force continuum tries to keep the police in line with their use of force. The use of force continuum sets what is an appropriate level of force to a person's behavior.
